Background & Aims: The use of outsourcing policy by the public sector has increased significantly in recent times. The study of outsourcing experience shows that despite the positive achievements, unfortunately for some reasons in some cases this causes problems and issues at the organizational level as well as at the macro level of the country and therefore the predetermined goals are not achieved. Therefore, this study was conducted to identify the outsourcing stimuli of Hospitals Services with the approach of formulating the relevant policy. Methods: This study was a qualitative research. Semi-structured interviews were used for data collection and thematic analysis method was used for data analysis. The sample size was 13 relevant experts and specialists who were selected by snowball sampling method. Results: Based on the findings of this study, upstream documents with 2 sub-themes, challenges variable with 5 sub-themes, infrastructure variable with 6 sub-themes and motivational and inhibitory stimulus variables with 4 sub-themes were obtained. Conclusion: In formulating an outsourcing policy, if all aspects are not considered and the various dimensions of this issue are not considered, not only will it fail in implementation but it may incur irreparable costs.
