Background & Aims: Today, the use of information systems in the healthcare system create opportunities to improve service quality, cost-effective and customer-oriented methods. A lot of work has been done to invest in the development of these systems. But active participation of users are needed to achieve the goals. The purpose of this study is surveying the active participation rate of the users in HIS development.
Material & Methods: This is a descriptive-cross sectional study. The study population was the personnel of the Urmia non-teaching hospitals. The data were gathered by a questionnaire. Its validity was confirmed by the experts, and its reliability was approved by Cronbach alpha method. The ccollected data were analyzed by appropriate statistical tests using SPSS Ver. 20 software.
Result: The highest participation rate of the users in the four development stages of HIS related to analysis phase (2.23), and the lowest participation related to the implementation phase(1.53).
The test results showed that none of the stages of development (analysis, design, implementation, and evaluation) had satisfactory user participation (p-value = 0.00). The most important factor influencing the participation rate of the users in the development of health information system related to the understanding and awareness of the development benefits of HIS.
Conclusion: According to the survey results, it seems necessary that health care administrators make the users aware of the benefits of system development before purchasing or designing HIS.
